Heating?
What type of heating is the most affordable and beneficial?
Ideally I would like a heat mat, thermostat and heat lamp, but that can really raise the electricity bills...

Pvc cage. Just keep in mind, I am in Canada so I can't get flexwatt tape

Will a heat mat get through the plastic? I've heard they don't always keep cages warm enough.

You can also try a radiant heat panel on the roof of the pvc cage. I use a Pro Product one in my 4x2x1 Proline HDPE cage for my red tail boa and it works great. Keeps the humidity around 60ish and 90 hot side and low 80s cool side. Plus if you use something like a Herpstat, you wont use much electricity as it "throttles" down and only trickles in electricity as needed.

You can get THG heat tape from Cornell's World (and I believe Mr. Herp). I have bought and used the 12", 6", and 3" and I really like the connection options over Flex watt (nothing against it, just personal preference).

Heat mats (or heat tape) do perfectly well in PVC enclosures to create hot spots. They're designed to do just that. However, they are not designed to increase ambient temperatures ("keep cages warm enough" as you put it). You'll need to come up with another solution for that if your snake room is too cool.
