No such thing as a "Het" Pastel. Sounds like you just have a Normal.

What are you using as a heat source for him? What temperature is his hot spot using this heat source? What are you using to measure the temperature of his hot spot?

head wobbles??
There have been documented cases of normal royals which hatch from the same clutch as spiders which exhibit the head wobble. Sounds like its got some Spider genetics running through it somewhere.
As mentioned above there are cases where overheating have caused instances of head wobble .

Re: head wobbles??
the hot spot on his cage is 89 and the cool spot is 78-80. im have a digital thermometer that measures heat and humidity. im going to call the breeder and ask if he might have any spider genes in him just to be sure. do you think i should lower the temps?

Where did you hear this? Do you mind sharing this documentation?

Spider is a dominant trait. Unless it is a visual Spider, you don't have the Spider gene in your normal ball python. There are other morphs associated with a wobble (Champagne, HGW, Powerball, Super Sable, Woma), but again, the genetic wobble only occurs in the visual animals.
You mentioned your temperatures and what you are using to measure them, but you didn't say what device (heat tape, heat pad, heat bulb, heat rock, etc) you are using to reach these temperatures. Also, what kind of digital thermometer? Is it the kind with a probe on it? If so, where is that probe placed? Perhaps a picture would help if you could do so.
