Yes I think that's completely "normal". That's just your ball python's skin wrinkling as it moves, like when we bend we wrinkle too.
Sometimes closer to a shed they appear more wrinkly, and maybe even somewhat dry (which is why we up the humidity, to make it easier for them to shed).

Just looks a little dry and getting close to shedding. What's your humidity at? It should be between 55 and 65. Low humidity can dry out the skin

Looks fine to me, if its close to shedding just up the humidity a bit and make sure it has plenty of water.
