White Cloudy Stuff on JCP head/neck

I don't know what it is, i saw something similar on a different forum and they said it was no big deal but i wanted to know what you guys thought, its been there a couple days and she has refused food last feeding, she never left her perch in the morning today (which she usually does to go and sit in her hide) I'm not sure if that's lethargy or just a behavior change because shes getting bigger and more confident (shes 1 yr old on June or July 11th, forgot which, and just hit 30 in.) It is NOT stuck shed, I know what that looks like it isn't the same and she shed a few weeks ago and it has just recently been noticed by me. I think it may be lost scales somehow, maybe a possible burn from the heat pad (which I have put repti-carpet over to keep her from pressing on the glass if that's the case) or maybe some sort of skin/scale fungi/infection. Please help if you have ever seen this before or just happen to know what it is.

Here is a decent picture I got

It looks a lot like single-scale stuck shed to me though, how are you so sure?

She shed 2 weeks ago and had some stuck shed and I made sure it all come off in a 15 min. soak, and this wouldn't come off in a bath I tryed and why would the stuck shed randomly appear weeks after she shed?

I don't keep carpets, but it looks like stuck shed to me. A clear picture would help more.

I'm pretty sure there is a term for that.
I have seen it on my snakes before including Carpets. I'm not sure if its really stuck shed or the shed pulled up some of the new layer of skin.

She should be fine after her next shed.
