    normal breeding behaviour?

so i have a 2+ year old female paired up with a male right now. she's always been calm when i touched her like barley moving i can even touch her head without her moving much. but today i touched her tail and she moved it super fast. it's like touching a shy girl's hands the first time. is this something good or something bad. is she refusing the male's contact?
