Heating Question

OK so I built the cage have the lights installed now I want to use flexwat that I have to heat the cage.. I want to use tile on the inside should I put the flexwat on the wood then put the tile over it our should I tile then set flexwat in place via some other method? any ideas?

A lot of people will place the flexwat/Uth under the tiles.
