How big is he? What is his weight? Do you know his age?

A ball python that is healthy and 2.5 years old should be able to eat small rats. From his length, he sounds like he is small, which is to be expected if he has been eating mice. He probably has not defecated yet because his meals are too small and he is metabolizing the small meals he is eating.
If I were you, I'd bump his meal size and get him on rats. After 2.5 years on mice, he may not switch over easily. It would still be nice to know his weight and to see a pic.

x2 If he really is this old, and you've only fed him 3 mice in 8 weeks, you are PAINFULLY underfeeding him. Male BPs at that age are typically fed 1 small (50-80g) rat per week. To give you a size reference, an adult mouse is only 20-30g. Get a scale.

Ok, that makes more sense. I would definitely up him to a small rat, rather than just a pup, weekly. And a scale really is the best, cheapest tool you can have to know when to worry about your BP. Just weight him once a month or so and write it down, as well as use it to check his prey size.
Also, check out this great thread if you are interested in getting him on F/T rats, so you can buy in bulk (F/T is much cheaper than live, IMO): http://ball-pythons.net/forums/showt...t-feeder-types
