What exactly does it mean when a snake has a Hypo gene?

It means it's carrying the orange ghost gene.

    It's a Recessive Morph...Hypo is short for Hypomelanistic...Also known as a Ghost.

Any Hypo babies will be washed out in a Ghostly way. It's a very hot combo with other morphs. Pastel Orange Ghosts are beautiful!

^^This...hypomelanism is a mutation that reduces the amount of melanin, which is the black coloring of ball pythons.

It's a recessive trait so both parents have to carry atleast 1 copy of the gene.

If it's bred to say a normal all the babies will be 100% het Hypo. If bred to a Het animal there is a 50/50 chance per egg for the baby to come out Hypo. If bred to another visual Hypo all of the babies will be Hypo.

First off the other snake must be carrying the hypo gene. Here's a pic of my hypo pastel

You can see there's a huge difference between that and a normal pastel.
