so the air pump runs constantly creating higher humidity but for higher humidity needs the fogger would be ran on a timer

What's the purpose of the water jug, to act as a reservoir to replenish the level in the mason jar or...? Also, I don't understand how the fogger works. Is it attached somehow to the mason jar as a stand-alone unit or am I missing something? The abstract escapes me, in that I failed geometry in high school, twice, and finally passed with a D, if that tells you anything, lol! Sorry, I'd just like to understand if you don't mind dumbing it down, lol!

the fogger is one i saw in a store it looked kinda like a very small kettle .... without a spout ..... i origanlly designed it with a reservoir as shown here .... ive found out that doesnt work right now im working on a version 2.0 with no reservoir

You'd be much better off with a what is called in heat transfer a "swamp cooler" than messing around with the fogger and such. Personally, I'd just run 60/90mm fan through a wicking pad and run the air lines back if you like it that way. Spillway to control the amount of water... yeah, I can see it.

If you like I can definitely be of service, I'm part of the hopelessly unemployed, but I have a pile of Engineering degrees with experience and my specialty is Heat Transfer and Fluid Flow. I love this kind of stuff and my enclosures are crazy for it.

..... lol also currently unemployed .... the reason im going with the fogger is to make it out of as much of the shelf items as possibly although i am going to look into heat transfer

Don't forget to look for surplus (non-military) places - we have a chain of them around here and you can find motors, hoses, couplings, just about anything if you take the time to look. Dirt cheap too. When I taught, we'd get a lot of our demonstration parts from surplus stores. Good luck!
