20 gal tank still not enough heat?

I have a 20 gal tank blacked out with a thick 2 layer cloth wrapped around the tank and fastened with black duct tape.
I am using a screen lid covered with 3 layers of tinfoil and black duct tape.
I am using a 30-40 gal heating pad with hydro farm thermostat set to 95 degrees. The probe is secured to the bottom of the mat using foil tape.
I have a 60 watt Che sitting on the lid going full blast on the hott side above the mat.

I have an acu rite on this side with its probe against the glass and the monitor sitting on the Eco earth next to the warm hide.
This shows 92 outdoor(on glass) and only 85 indoor. This is below the che.

The cool side i have a second acurite and it reads on the glass 76 degrees and next to the cool hide 78degrees

The flukers mounted on the back wall centered is reading 82 degrees ambient

Any ideas? I certainly would have thought this to be more than enough heat for a 20 gal. Room temps are ranging from 65-75 degrees depending on time of day.

Here's my suggestion for ya..crank up those thermostat's ..Sometimes due to room temps and even the placement of the enclosure the temps can vary greatly. If the tank is against an outside wall move it to a different location even a different room. when it comes to thermostats the thing to remember is not what the T-stat reads but what your enclosure temps are I've got racks that I set the stat to 90 and the temp inside is a nice 92 then I've got racks that I have to set to 105 just to get the temps up to 90.. nothing wrong with turning them up ans seeing what happens.

Well the thing is the temp on the inside glass on the other side of heating pad is showing 92 degrees. Its like the eco earth is not absorbing the heat through. I have 1-2 inchs of eco earth that has been drying for 5 days now.

The snake is still not in the cage since the breeder is working on getting him to eat F/T for me. (haha which is you)

I am worried that if I heat the heat pad any higher and the snake burrows down to the glass that he will get burnt.

Well I determined my entire problem since my infrared thermometer came in. My heating pad is reaching 93degrees in one small spot and the rest is showing 82-86ish. Should I return the heat mat? Any thoughts?

Is there a safe way to crank up the heating pad without the snake touching the glass? I am worried that one spot will reach 100+ before the rest of the pad gets to 90degrees.
