From the looks of it and the description it needs to be wired up in an equipment-rack style mounting. The description says " Wiring workThe unit is of a panel mount design and requires mounting in a suitable box. This unit is supplied with wiring diagram of how to fix the main unit to your application systems. However, it is highly recommended to do the wiring connections via qualified technician with experiences in electricity. Please consider the wiring issues before bidding! " what do the installation instructions say? If you can safely connect the AC Mains voltage to power the unit, you will then need to connect the temperature probe to the correct place on the unit. Once it is SAFELY assembled, you would use it like any other thermostat, placing the probe on your flexwatt or UTH. You then must program it for a set temperature and what they seem to call "difference" which would likely be how many degrees lower than set point before it turns on. Hope this helps.

That unit shown is for 220v, it says they will ship the 110v to the US. I'm not sure where you are, but, I recommend you wait till you get the unit and read the schematic. That is the best advice I could give you at this point.
