What Will I Need?
I want to start breeding mice so that when I get my snake I will have food for him or her. What will I need for breeding the mice? I've heard a 3-1 female male ratio? But yeah.... Anyone help me?

For one snake, I wouldn't breed mice. You'll be overpopulated in a few months, even if you freeze them.
Not to mention, just the cost alone will not be justified. Plus, the headache of breeding mice in general.
If you are going to do it, then yes, a 1.3 or 1.4 group would work. You have to be prepared for what you are going to do with all the babies, they cannot stay in with the colony, or they will start to eat pinks, etc etc... It's really not worth the trouble unless you have several reptiles...

My mom wants to start our cats on f/t diet too, so she's been asking me to breed the mice for a while. So, what will I need to keep the mice in? I want them to be happy while they are alive....

Really depends on how you want to do it...
Cheapo route, a ten gallon tank, screen and water bottle, along with no air circulation and ammonia.... Or, and lab cage for extra $$, and ease of changing, better air circulation. If you are going to do it, I'd suggest buying 2 or 3 lab cages.

It really doesn't matter. Ball pythons thrive equally well on mice or rats. They will just need multiple mice per feeding as they get bigger. It's up to the keeper to decide if they don't mind the extra work that might present.

For a 1.3-1.4 you'll need...
1.10gal tank, lab cages (2), or tub
2.water bottle(s)
3.bedding (aspen)
4.food (bird seed, mice blocks or sometimes called lab blocks, or a mixed diet)
5.place to keep them that you wouldn't mind the smell and mess
6.knowledge about mice and how to breed them
Before you go out and buy a couple of these guys do your research on mice and how to breed them. Google helped me a lot and also youtube. I have been breeding mice for about year now and it can also make a very nice side job.
Happy breeding
