I have only dealt with one breeder here in Arizona and it was Thomas Pecanic he was very helpful nice educational willing to help me out in the future and one night even offered me some dinner while I was at his house ha ha I declined only because I had other dinner arrangements he is grade A+ breeder in Arizona in my opinion
As for north central I would say garrick demeyer he was very easy to contact more than happy to answer all my questions with extreme detail and help with some of my smaller problems overall A+++ breeder very knowledgeable in reptiles

The best breeders I have dealt with were Shane Congdon from Connecticut and Ralph Davis from Maryland. I have not personally bought anything from Ralph Davis but he has helped me, and talked with me a lot, knowing I have not, and at the moment was not doing business with him. Therefore, I could imagine just from that, he would be great to work with if he keeps in great touch and willing to help even if you are not working with him.

Re: Best Breeders by Region
The the only breeder i have gotten any snakes from is jdconstriction.com John is a great guy to work with! if you ever need any help with anything you can call him before 10pm and he will help u out as best as he can. when i go to expand my bp collection i will definitely be buying some more from him. i believe he is located in Iowa.. i saw him at the reptile show in Des Moines where i got my female pastel from him. Right when u look at his snakes you can tell they are healthy! very well fed but not over fed by any means! and they all just look great!

Best breeders in VA that I know of:
Suffolk Selects (Carl Gilmore) Definitely #1 in my book, I've bought alot from Carl, all quality.
East Coast Reptile Breeders (Colin Weaver)
Hampton Mousery and BP breeder (Robert)
Cold Blooded Addiction
Joe Ellis
Each one I have had first hand experience or have heard good feedback from others.

I have been out of the breeding business for over 20 years....OMG I'm old!!!! Anyway, I was in PA, and I loved dealing with Ted Thompson (Susquehanna Ectotherms) and Pete Kahl Reptiles. I also got a lot of great snakes from Rich Zuchowski...Serpenco in Fla, but I think he's sold the business. There were a lot of small local breeders that I worked with such as Brad Bauserman in PA
These folks have beautiful, healthy snakes, and they were all so helpful to a novice like I was at the time.

San Diego chiming in! Best ones that I've dealt with here in Lo-Cal (in no particular order):
Maki Goskowicz
David Reid
Mark Goodson
John Holts
If you see anything available from them that catches your eye, buy with confidence!

I have bought quite a few snakes from Brian Barczyk from BHB Enterprises. He is located in Michigan. He as always been a great help to me, and always has time to answer my questions. I could not ask to have a better breeder live so close to me.

Re: Best Breeders by Region
How do you determine who is the best? What are YOUR criteria? My criteria for great breeder may not be the same as the next person posting.
There are tons of great breeders out there, some well known and some who are small hobbyists who can provide equally amazing animal and equal customer service.
I could list several breeders some with whom I have done business some with whom, I would not hesitate to do business, and in my book one is not better than the other.

Reptile Kingdom in Toms River, New Jersery, They have been extremely patient. Never hesitates to answer any questions I have posed to them and extremely helpful. I haven;t gotten any animals from them, but I wouldn't hesitate to.
