It's likely both stuck eyecaps and dehydration. Once he's fully hydrated and had a good shed with you - they should be fine!

looks like a retained cap...Dont try to forceably remove it. Some posts have talked about mechanical removal techniques...I wouldn't advise it.
Make sure his humidity is good and you can apply plain mineral oil to it to help soften it before his next shed

I've never had a retained cap in my collection, though I've seen indented eyes. If that's the case (indent), up the humidity, and it'll be gone within 24hrs If it's not that, listen to someone else I'd rather not give advice on something I have only read about, while others have experienced it.
