From what I understand they are two lines (two different founding animals) of the same gene.
I find that while lemons are very vibrant as babies (and some as adults) they have very little blushing in their saddles and are a more yellow "lemon" color. But most will "brown" in a similar way to other lines. There are exceptional specimens which are almost neon in their yellows and deep black in their black.
Personally I prefer Graziani line Pastels they tend to be a more of an orangey yellow with insane blushing along their saddles. This normally translates into amazing supers! Grazianis do tend to "brown" but the real value is in their ability to make great supers. On the flip side I do have couple a graziani line pastels that haven't browned to bad as adults.
But to answer you origonal question a lemon line pastel bred to any other line pastel (except enchi) will have a 25% chance of producing supers. I think they are slightly different alleles found at the same locus. I think it is the same as butters, lessers and possibly mojaves. Bred any of them together and you will get BELS.
