I'm not entirely sure what the exact morph is, but its a pied combo.(I want to guess cinny/black pastel).
It's going to be expensive as the normal pieds I've seen range from $500-1000 right now. They're coming down in price though.

For an all white snake, look into Blue and Black eyed Leucistic. Also ivorys.
