It really depends on what you consider a "ratsnake." Ptyas carinatus(keeled rat snake) is said to be the longest colubrid, with possible specimens that were over 14 feet. I have seen some pictures of Ptyas carinatus in the 10-12 foot range. Spilotes pullatus(tiger rat snake) has a confirmed record of 14 feet. I know a keeper who have some that were between 11 and 12 feet.
Now if you are talking snakes formerly classified under the Genus Elaphe, then it would be Orthriophis taeniurus ssp.(blue beauty). The breeder I got mine from has one that is 11.5 feet.
I am not sure about weight, but I think any of the three aforementioned snakes would definitely be up there in weight too. Orthriophis taeniurus friesi(Taiwan beauty) and Elaphe carinata(king rat snake) have thicker builds but don't get quite as long.
