No. Blues don't turn into Siamese. There are Russian Blue Pointed Siamese, but their base color isn't Blue. Looks like he is just lightening, which is normal for American Blues. I would have a better chance of identifying the color with a body shot.

I'm guessing he's either Russian Blue or American Blue. Either way, there should have been a thud warning on this post! So Cute!
