As far as garters that you can legally keep as pets, the blue phase Puget Sound garters are beautiful. As is the Western Ribbon Snake pictured below.
The Vietnamese Blue Beauty rat snake is stunning, though their colors are more like gunmetal grey/blue/black/cream.
