I can't help with turtles specifically, but are you referring to one of those electric hot rocks??

First is to get her untrapped than is to take her to a vet (a forum is not the place for an animal on the verge of death, a vet is)

    Veterinary care is considered ESSENTIAL

Call the vet and ask if they can see it immediately. Most likely you will wait at a designated area, they come pick up the turtle, and you wait outside until the vet calls you. Vet clinics are open. They may limit the number of clients or open only to emergency only, but they are open.

i know, but there are other reasons, too.
(1). COVID-19 (although im not the most worried person about it. But im still being careful)
(2). The closest exotic pet vet that is any good is about 45 minutes away (But im willing to drive that far, if it wasnt for (3).)
(3). I'm not the richest person in the world. Im not the poorest, either, but i dont have any money for the vet. The closest vet is really good, but they charge a lot.

It is 8:00 pm right now, and she is doing better. i dont know if she'll survive the night. im still worried. ill keep everyone posted.

I'll be honest with you...if you cannot (or will not) afford vet care for the pets you keep (& when it really matters, like now), you shouldn't be keeping them at all. It's just not fair to the animals you claim to care about.
