    RHP never turns off?

    I have a 40w RHP in a 4x2x12" enclosure trying to warm up one side a bit. The thermostat is set on 80F but as far as I've seen it never reaches temp to flip off the RHP, yet it doesn't seem to be very warm in the enclosure except the air immediately under the panel. Even the substrate directly beneath it is just lukewarm. Is there something wrong with the panel or is it just not strong enough for a 72F room?

    It's on the back wall centered with the panel a few inches off the substrate, really not that far away from the panel.

    It's perfectly fine hanging along the wall below the panel.

    Have you tried taking a temperature reading of the floor directly under the panel using a temp gun or IR/point thermometer?
