That's what I was thinking, some coco husk dust got in there, right on the surface and air kinda gathered around it. I stuck my finger in it and all that came off, when dry, appeared to be dust particles.

Looks like sand particles. I’ve seen this before back when I used sand for my sand boa. The tiny granules are attracted to each other because of the surface tension. Looks odd but isn’t a big deal. Definitely clean it out and I’d switch substrates if it’s that dusty.

You know, initially I thought the same thing, but the water was less than 24 hours old and the bowl had been cleaned thoroughly. Nonetheless, I dumped it, cleaned it again, and refilled it, only to find more of the same the following morning. I'm pretty sure that the CHE I'm using in the quarantine tank is drying out the coco husk to the point that this guy is kicking up dust. Then, like Mark mentioned, surface tension is causing it to cling into these little groups.

For what it's worth, if anyone else ever comes across this and happens to find this thread, I misted the tank fairly heavily, and turned the substrate by hand while I was misting, to ensure that everything ended up getting a little moisture, and that seems to have stopped it.
