    During the Florida Fish and Wildlife Conservation Commission Meeting on Thursday, September 27, 2018, Director Sutton was asked to work with Vice Chairman Spottswood on a short-term Executive Order that would limit importation of species that are being considered in future rulemaking as being listed “Prohibited Species.” The species being considered are those that have been found to pose a risk to the environment, human health and safety or economy of the State of Florida. On October 2, 2018, an Executive Order (EO 18-46) was signed that limits the importation of some species of nonnative wildlife.


    The Executive Order includes:


    • Mongoose, meerkat (Atilax spp., Cynictis spp., Helogale spp., Herpestes spp., Ichneumia spp., Mungos spp., and Suricata spp.)
    • Indian wild dog (Cuon spp.)
    • Flying fox (Pteropus spp.)
    • Brushtail possum (Trichosurus vulpecula)
    • Raccoon dog (Nyctereutes procyonoides)
    • Red whiskered bulbul (Pycnonotus jocosus)
    • Red-billed quelea/dioch (Quelea quelea)
    • Java sparrow (Padda [Lonchura] oryzivora)
    • Pink/rosy starling (Sturnus [Pastor] roseus)
    • Yellow anaconda (Eunectes notaeus)
    • Beni anaconda (Eunectes beniensis)
    • Brown tree snake (Boiga irregularis)
    • DeSchauensee's anaconda (Eunectes deschauenseei)


    The FWC will be conducting workshops in October 2018 and soliciting input from citizens through an electronic survey to gather feedback regarding the potential listing of these species as “Prohibited” in Chapter 68-5, F.A.C. This executive order will be repealed once rulemaking for these species is complete. Workshop locations and rule feedback website links can be found here:

    This temporary measure limits importation of these species only to facilities that currently meet the possession requirements for a prohibited species. Facilities conducting research or public exhibition may qualify for an importation permit.
