    Young turtle with a problem

My friend has a young red earred slider turtle who has developed a clear scum like stuff that is coming out of its shell by the legs and neck. What could this be, amd how can it be treated? Thank you in advanced for any help.

I don't have a picture sadly. Her phone wouldn't take a good picture.
