    What is this?

I have no idea what this is. I gave him a quick bath to see if it will come off, but nope.
Not sure if this is normal... or could there be something wrong with his scales?

I started using unprinted newspaper as substrate recently almost a month now.
    I clean his tank regularly.
There are no decorations in there.
    His hides/waterbowl are plastic.
Other than the those necessities, there aren't anything else in his tank.
His temperatures on the left side of the tank are usually in the mid-70s F... (75-78).
The right side of his tank fluctuates from 85-90 F.
Humidity stays in the 50s, (unless he sheds).
    I have 2 thermometers and 2 hygrometers.
One of each are electrical (battery operated).

This is my first and only ball python; I'd appreciate if sarcasm or harsh judgement weren't applied in the responses.
I already feel guilty as is ...

    Thanks in advance.

Not sure I'm seeing anything. Are you talking about the black speckling?

It looks to be either natural coloration or newspaper that got onto him before you switched. Has he shed since the switch to unprinted newspaper?
