the link blink posted is pretty decent I avise skiping the electrical tape for insulateing and useing the approved insulators and filling them with a good electrical grade silicone and doing the same on the the other end
a third of your tank would be sufficient for belly heat so a foot of 11" heat tape which is 20 watts a foot, it will need to be controled in some manner IE thermostat or rheostat surface temps reach 120-130 degrees left uncontrolled

sorry thats not offering advice .. its purely sales related ..im sure the moderators will agree..
www.beanfarm.com sells heat tape and clips couple dollars a foot depending on what you decide on. cords can be bought at your local hardware store or wally world ... also instructions come with the tape for wireing .. two wires 2 clips its really really easy
:above: example of advice...

I think I'll go with flexwatt once we design the permanent cages for our snakes. I have dreams of consolidating all my cages into one wall of the house, and having everything all neat and together (but then again, what reptile owner doesn't envision that?) My boyfriend and I can build everything ourselves but it's all about getting around to it.
