Animal rescue shelters regulated by state

ROCKFORD — Those who tipped off local authorities to Kerry Brumm worked for a rescue group and knew the signs of animal neglect. A local animal shelter hopes you will, too.
Authorities seized 70 animals including 40 dogs, various cats, lizards, snakes, horses, a 450-pound hog, goats, a fox and birds and condemned Brumm’s residence Thursday. She claimed people left the animals with her because she found homes for them.
The Illinois Department of Agriculture requires animal shelters and foster homes to be licensed through the state, said Jennifer Primich, a caretaker and secretary at Noah’s Ark Animal Sanctuary of Rockford.
“A good rescue group spays, neuters and sells their animals on a regular basis and must be overseen to ensure the health of the animals they’re selling,” Primich said. “Whether you are adopting or bringing in an animal, you should be able to tour the facility for conditions because they shouldn’t have anything to hide.”
Eva Murray called authorities after she adopted a German shepherd from Brumm three months ago. Murray said Brumm wouldn’t let her inside her home.
“It would raise a red flag with me if I were not allowed in a house because I figure that someone adopting an animal should have nothing to hide with the care of the rest of the animals,” Primich said. “If I thought there were too many animals kept in cramped corners and it smelled like feces, I’d probably think twice.
“If I didn’t want to live in those conditions, I don’t expect animals to do that either.”
Reputable shelters and rescue groups also have veterinarians who can vouch for the health and treatment of the animals. Some shelters, like Noah’s Ark, have health checks, which guarantee the health of their animals for 48 hours, Primich said.
“A good rescuer doesn’t breed what they rescue, and a good breeder rescues what they breed,” Primich said.
Rescue groups and shelters usually have a board of directors, Primich said.
“The board watches out for you because it’s very easy to get so engrossed with saving animals,” Primich said. “Some people feel the animals are better off with them than at a shelter that will euthanize them, but in reality it’s better for them if you cannot exercise or care for them and they starve to death. At least euthanizing is done in a humane manner.”

You can not get liscenced in the state of CT for reptiles, but I have been a wildlife rehabber for about 4 years.
The state recognizes us as a rescue rescource, (they use us frequently).
I wish their were better guidlines. their are many rescues who just want "free" animals. When they get in sick or injured herps they do not seek vet treatment. In my own opinion that is just as bad as abusing them yourself.
