Have they had their first shed yet?
It's customary to wait until after the first shed before offering food.

It's not abnormal for them to take a little longer to get the food picture. I had a clutch this year that waited around 4/5 weeks to get started. Have you tried to assist feed? What are you keeping them in?

Have you tried leaving the food item in overnight?

At 3 weeks old you should not think about assisting unless they hatch and did not absorb their yolk.

Snake hatch, 2 weeks later it shed now some people will offer people the very next day some will a few days later.

For me it varies depending on the animal i sometime offer within 24 hours of the shed but many time I offer a week after, this mean a lot of my hatchlings start eating at 3 weeks old.

Given the very little info you have provided I would say you have offered to soon and you are offering too often already remember they are almost 3 weeks old.

How do you have them setup? Tub size? Temps? Substrate?

With some hatchlings it can take time before they take their very first meal and because they are 3 weeks old and have not eaten yet assisting should not be recommended of even something that comes to mind at this point.

First RELAX, if you don't already have them in a 6 quarts tub, with ASPEN bedding. leave them alone for 5 to 7 days and try offering again, appropriated live mouse. Do not offer food more than every 7 days to those that appear picky.

I usually do not start to worry and think about assist feeding before week 6 to 8 depending on the animal's weight, whether it absorb it's yolk and the general condition.

Monitor your animals, leave them alone and provide security.

Do you offer gradient temps or are your temps 34?

Do you use aspen? Aspen really helps providing extra security for those who are a little harder to get started.

    How big are your bins?
