That's a bit of a tricky one. Ratsnakes do constrict, but they aren't what most people consider a constrictor. They're I suppose what you might call a semi-constrictor because although they do constrict, they aren't as efficient as say a python or a boa.
1.0 Normal - Maynard
1.0 POG - Victor
0.1 YB - Diana
0.1 Pastel Boa - Astrid
1.0 Salmon Boa -
1.1 Leopard Geckos

They are not classified as a constrictor. No.
Constrictors are boas and pythons.
Then you have all the others that are not venomous.
Colubrids and the such.
I know there are more classifications but that's the basics. Rats, corns, milks, etc... All legal for you to own.

You're in Saskatchewan - right?

racers, northern red-bellied snakes, eastern short-horned lizards or
turtles that have not been reared in captivity;

(iii) Lagomorpha (rabbits and hares);

(ii) guinea pigs, rats, mice, gerbils, hamsters and ferrets;
(iii) lizards, crocodilians and snakes other than poisonous snakes or
snakes of the family Boidae (constrictors); and

these regulations.
It specifically states boidae.
It also states poisonous snakes - which there are only two. I guess venomous snakes are perfectly legal.

Uhh There are actually poisonous Snakes ?? With Ones ??? (I believe You talking about poisonous meat after human consumption)
Edit:
To OP: And If they specifically state family Boidae there You are fine with Pythons as well because the are form family Pythonidae...
and If You wanna play with them even more You Should be fine with most Central American Dwarf Boas as well because they are from family Tropidophiidae

Yes.
In addition to being rear-fanged venomous and having caused documented human fatalities from bites, Rhabdophis Tigrinus secretes a poison from it's nuchal glands. The poison is sequestered from toxins ingested from the toads they eat.
Diadophis punctatus (ringneck snakes) also secrete a poison from their cloaca. Animals ingesting it can become very ill. Last I heard, studies were still being performed regarding the toxicity of these secretions.

Re: Are ratsnakes constrictors?
I might add that back in "the day", Rhabdophis Tigrinus were fairly easy to obtain here in the states. I owned and bred a pair for years. I remember being able to go into reptile stores and seeing them on display - often mislabeled as garter snake.
Then word got out that they were causing a death here and there and they all but disappeared from sight.
Beautiful animals - smart and interactive. I had my pair up until a few years ago and neither ever offered to bite.
