Help with Humidity and temp

Hi I just got my BP and I'm struggling with the humidity and temp. I have a heat lamp and UTH hooked to a thermostat which seems to be working. However, the hot side seems to stagnate at 83 degrees (i know thats not too low) but the cool side stagnates at about 78 degrees. Is that too off balance. I wanted to get 87 and 75 but am I just being too particular and worrisome? My tank is a 36x18x17.

Now, I'm also really struggling with humidity. It's stagnating at about 43-45%. I'll mist by hand, which instantly bumps it up the 80's, and within an hour drops back down. I was told to try plexiglass, however, if I do that, my cool side temp will raise, and I don't need that. So I tried the towel method. I put a wet towel covering about a 1/3rd of the tank, and that bumped the humidity up to the 60's within minutes. But this created a new problem. The towel is causing the cool side to raise up to 80 degrees. How can I keep my humidity up, but my cool temp down?

80 degrees is fine for the cool side, that is about how I have mine. You could try some aluminum foil on about 2/3rds of the lid and see if that works.

Cool side sounds fine at 80 or so; that is closer to ideal than your current temps. The hot side should be warmer, though, try adding a low wattage heat light or another heat pad.

The humidity is okay to rise and fall as you described; it is not perfectly 60% at all times in the wild, and usually looks more like what a keeper is actually able to mimic in captivity...a morning spike and an evening spike. So if you are seeing bumps like you described, I'd just keep doing what you're doing, and see how the next shed goes. With the level of attention to detail you're providing, the snake will likely have a shed that is just fine.

Okay, one more question. So I've had him for about 2 days. And who I got him from said he's very social, good with handling, however, he's shedding right now when she gave him to me. And since Ive put him in his cage, he hisses when I go to pick him up and goes under the moss (which has only been a few times). Do you think this is just because he's still adjusting to the environment and is stressed due to living changes/shedding, or is there something wrong?

Yeah you should leave them for at least a week to settle into the new surroundings

The general rule is to leave them completely alone for the first week you've got him, as well as don't bother them too much when they're in shed.
