Do you have anything covering part of the tank-top like foil/clingwrap or something?

Just now covered it in foil, we'll see if that works. It is slowly moving up so hopefully

That's still way too cold for a bp, should never go below 75, even then that's still cold ambient for the cold side. For cold side recommended is usually 80-83f and hot side at 90f surface.
I would recommend covering the top with the reflective side of aluminium foil and cling wrap ontop of it (helps with humidity as well) to trap the heat. You can also wrap the surroundings of your tank with reflective insulation sheets to keep more heat in. If that doesn't work then you'd probably have to get a ceramic heater to keep ambient up as a heating bad alone does not heat the ambient air within the enclosure. If not a ceramic heater I would also recommend just some low wattage red bulb which does heat up the air but they kill humidity.

I used card board wrapped with aluminum foil and attached with foil tape. Use only on the outside of course. Also made another card board/foil combo and leave it loose over the top. That way I can fully cover it or crack it open a little if the humidity gets too high.

Temps now? With that setup you should have no problem keeping it warm. What is the rooms temp overall?
