Do I need to move probe..

I put the probe of my thermostat on top of the flexwatt heat tape but under the tub and it seems to cycle properly but the inside of the tub only registers 78. Do I need to move the probe inside of the tub to reach desired temperature. The probe is causing a bubble around the probe could this be part of the problem?

    Room temp 70-80 degrees
    40 qt tub
    11 inch flexwatt
    and paper towel substrate

Just increase the temperature on the thermostat until the tub reaches the desired temp.

thermostat is set at 101 but the thermo. still reads 77.6 and the temp gun is showing 87. Would a low battery on therm. cause it to read so low?

That is quite a big difference! I would try using another thermometer to see if the results are different. It might be the batteries, but more than likely it is the thermometer itself. Some of them can be very inaccurate. I would go with the temp gun reading.
